öbor MEMORANDUM 4: ON THE RECENT REMOVAL OF CHINESE FACTORIES FROM THE COASTAL REGIONS TO THE INTERIOR. From the beginning of the Sino-Japanese war up to the end of February 1938, the Government has helped 134 factories and three mines to move their machineries and materials from the coastal regions to the interior. Most of them have settled around the Wu- Ean area. The nature of the factories so removed is shown in the following table. The number of skilled labourers who came with the factories totalled 2,300. During the last few months many fac- tories have moved agsin from the Wu-Han area to the further interior. Most of them have cohe to Szechuan. Up to August 10, 57 factories have been removed to Szechuan. 6,400 tons of maehineries and materials have already been shipped over and more than one thousand skilled labourers have come with them. 0002 Among the factories that have come to Szechuan, 24 have already resumed work. The others will do the same when their machineries are brought over and new plants erected. Besides those factories that have already arrived, there are fourteen more on their way to this province. as to the rest, 44 have chosen West Eunan as their new home. Not a few have moved to Shensi and Kwangsi. The Government has helped these factories mainly in two ways: financially and materially. Up to the end of June 1938, the Govern- ment has loaned to these factories a sum of over $1,800,000. The money is used by the factories mainly for paying the transportation expenses, but a large amount is also used in building new plants and buying raw materials. The Government, in antiecipation of the diffi- culties which will confront these factories in getting some of their materials abroad, has already imported more than $3,200,000 worth of all sorts of metals and machine tools which will be sold at cost to these factories from time to time. The materials which the Govern- ment has bought amount to more than 5,000 tons and will be stored up in different cities in the interior.
